Why Azerbaijan Is an Attractive Market

From a small but steadily growing economy, Azerbaijan has become a relevant player in the Caucasus region. With 10 million inhabitants, solid oil and gas reserves, and increasing purchasing power, it offers strong opportunities in machinery, equipment, chemicals, food, textiles, and construction materials.

Turkey, Russia, the United States, and Italy are among its main trading partners. Azerbaijan also ranks 34th out of 190 in the Doing Business report, thanks to reforms that simplified licensing, reduced bureaucracy, and improved infrastructure.

In short: Azerbaijan is opening up, and more companies are finding space for higher-value products and services in its market.

What Certifications Are Required to Export to Azerbaijan?

The key requirement is the AZS Certificate of Conformity, issued by Azstand (Azerbaijan Institute of Standardization). This certificate proves compliance with Azerbaijani standards and is typically issued in bilingual format (Azeri–English).

The list of products subject to AZS certification is similar to that of the EAC system: machinery, low-voltage and pressure equipment, medical devices, radio products — but also items outside the CE framework such as food, clothing, and footwear.

AZS Certificates are usually valid for 1 year, though 3-year certificates are possible for serial production. Like other conformity systems, they can be mandatory or voluntary.

Although Azerbaijan takes part in international projects such as the “Green Corridor” energy initiative with Uzbekistan and Kazakhstan, it appears less dynamic than these two countries when it comes to launching new large-scale infrastructure works. However, following the ceasefire with Armenia, a period of major construction is expected, focused on the reconstruction of areas affected by the conflict.

What Is an AZS Certificate?

An AZS Certificate of Conformity confirms that your products meet the technical regulations and standards applicable in Azerbaijan.

Applications must be submitted entirely in Azeri, with all documents officially translated. Both the manufacturer and the local importer/authorized representative must be identified, and the certification pathway depends on whether you are importing a single batch or serial production.

According to AZS 498:2022 (Rules for the certification of products within conformity assessment), there are two main schemes:

  • Scheme 9 – Certification is carried out on the basis of recognition of foreign conformity documents. No local testing is required: the process relies on foreign test reports that confirm the product’s characteristics. The certificate is valid for 1 year and must be renewed annually. This is generally the fastest and most cost-effective option.
  • Scheme 10 – Certification is based on local testing in Azerbaijan combined with an inspection of the manufacturing facility by the Certification Body. The certificate may be issued for up to 3 years, but the process is significantly more expensive, as it involves local laboratory tests and inspection costs (travel, hotel, inspection fees, and lab expenses).

For most exporters, Scheme 9 is the preferred route because it avoids the high costs and logistical hurdles of Scheme 10.

The AZS conformity mark must be placed on the label, often together with the Halal mark. All labelling and instructions must be in the Azeri language.
