Is GOST UZ Certification Required for Cosmetics Export to Uzbekistan?

Exporting cosmetics to Uzbekistan is straightforward once you understand how the national certification system works. For companies already exporting to Russia or other EAEU countries, the starting point is familiar: your EAC cosmetics certification covers Russia, Kazakhstan, Belarus, Kyrgyzstan and Armenia. Uzbekistan is a separate market with its own requirements, and EAC documentation does not cover customs clearance there.

This post explains the two GOST UZ certification options available for cosmetics, how to choose between them, and what role sanitary registration plays for a specific subset of products.


Uzbekistan Has Its Own Certification System

Uzbekistan is not a member of the Eurasian Economic Union. The EAC framework has no legal effect at Uzbekistani customs, and cosmetics are subject to mandatory certification under the national GOST UZ system. Even a valid EAC Declaration of Conformity does not substitute for Uzbek certification.

The good news is that the system is practical and well-established, and the documentation already prepared for the EAEU market can work in your favour.


Two Certification Options

Option 1 β€” Single-Contract Certificate

The single-contract GOST UZ certificate covers one specific import contract. It is the standard entry point for exporters approaching the Uzbekistani market for the first time, or for those supplying a single buyer.

The key practical advantage is that if your product already has documentation from its country of origin β€” laboratory test reports, a Product Information File or equivalent technical dossier β€” local testing in Uzbekistan is not required. Exporters with EAC certification or European documentation under EU cosmetics regulations can typically use that existing documentation as the basis for the Uzbek certificate, without repeating the testing process.

The certificate is issued to a local applicant or to the Uzbek importer. Working with a local applicant is the preferred approach: it keeps control of the certification document with a neutral party and avoids the commercial dependency that can arise when a distributor holds the certificate. The logic here is similar to what we describe in the context of EAC certification.

After customs clearance, the process typically includes a post-clearance inspection that verifies the physical product against the certified documentation, without additional laboratory testing.

Cost is proportional to the number of products included in the certificate. The more references, the higher the fee β€” which makes it worth thinking carefully about how many SKUs to include in each application.

When to use this option: first exports to Uzbekistan, single-buyer contracts, market testing, or any situation where the volume does not yet justify a longer-term investment.


Option 2 β€” Three-Year Certificate

The three-year GOST UZ certificate covers multiple contracts and multiple buyers over its validity period. Once obtained, it removes the need to certify each new shipment individually β€” making it the efficient choice for exporters with an established commercial presence in the market.

The process is more demanding. The three-year certificate requires local laboratory testing in Uzbekistan and an inspection at the manufacturing facility. The factory audit adds a logistical layer that single-contract certification does not involve.

In terms of cost, the certificate itself is approximately three times the price of a single-contract certificate. Local laboratory testing and the factory inspection are additional. The total investment is therefore substantially higher β€” and for an exporter supplying multiple Uzbek distributors or importers with a stable product range, this investment is amortised relatively quickly.

When to use this option: established exporters with multiple buyers in Uzbekistan, stable product ranges sold across multiple contracts, or any situation where the volume makes the single-contract approach economically inefficient.

The single-contract certificate is not an inferior option. It is the right tool for a specific commercial context. Starting with a single-contract certificate and moving to a three-year certificate once the market is established is a sensible and common approach.

A practical rule of thumb: if you already have complete EAC or European documentation and you are exporting to a single client, start with the single-contract option. Once you have multiple buyers and the market is working, invest in the three-year certificate.


What About Sanitary Registration?

A smaller subset of cosmetic products requires a different procedure: sanitary registration with the Uzbek Ministry of Health, rather than a GOST UZ certificate.

The products subject to this requirement include artificial tanning cosmetics, skin-whitening products, occupational protection products, and oral hygiene products containing fluoride or hydrogen peroxide.

The number of cosmetic products subject to sanitary registration in Uzbekistan is smaller than the number subject to the equivalent procedure in the EAEU system β€” the EAC State Registration. Exporters familiar with State Registration for the Russian market will find the Uzbek sanitary registration process conceptually familiar, though the specific requirements differ.

One additional practical point: since January 2024, imported cosmetics must carry labelling in Uzbek in Latin characters in order to obtain the sanitary certificate. This is worth factoring into packaging planning well before the export date.


What Documentation Do You Need?

For a single-contract GOST UZ certificate, the core documentation package typically includes:

  • Technical documentation from the country of origin: laboratory test reports, PIF or equivalent technical dossier
  • Product technical data sheets
  • Full ingredient list in INCI format
  • Labelling in Uzbek in Latin characters β€” mandatory since January 2024
  • Details of the local applicant or Uzbek importer

For a three-year certificate, the same documentation applies, plus the scheduling and completion of local laboratory testing and the factory inspection.

Exporters with EAC certification or EU cosmetics documentation already in place will find that a significant part of this package is already available.
