No. The EAC marking is required to export to the EAEU, the Eurasian Union (Russia, Belarus, Kazakhstan, Kyrgyzstan, Armenia), and it is not equivalent to the CE marking used in Europe. The main differences are:

  1. Scope: EAC applies to a wider range of products, including cosmetics, clothing, and footwear, which are not always subject to CE.
  2. Process: CE allows self-declaration in many cases, while EAC always requires a third-party body and/or official registration in state databases.

EAC stands for Eurasian Conformity. It is the system of technical and safety regulations that governs access to the markets of the Eurasian Economic Union (EAEU). The EAC mark proves that a product complies with the CU TR / TR EAEU Technical Regulations.

There are three official documents that allow the use of the EAC mark:

Once one of these procedures is successfully completed, the manufacturer is legally obliged to affix the EAC mark to the product and/or its packaging.

The starting point is the HS Code of your product, which determines the conformity assessment scheme. You will also need technical datasheets, product manuals, and test reports. These documents allow experts to plan the exact certification path.

The EAC logo must be placed on products and/or packaging as proof of compliance. It has specific rules:

  • Minimum size of 5 mm
  • Correct proportions and visibility
  • Only valid when supported by an official EAC Declaration, Certificate, or SGR

The EAC Certificate of Conformity is one of the key documents for EAC marking. It usually requires:

  • A factory audit
  • Testing in an accredited Eurasian laboratory

Certificates are generally used for high-risk or safety-critical products.

The EAC Declaration of Conformity is more common than the Certificate. Depending on the scheme, it may be issued on the basis of the manufacturer’s own tests and documentation, without testing in a local Eurasian lab. It is registered in official databases.

When you see the EAC mark on a label, it means the product has successfully passed the conformity assessment process under the Eurasian Technical Regulations and is legally approved for sale in Russia, Kazakhstan, Belarus, Armenia, and Kyrgyzstan.

EAC approval is simply another way of saying that a product has been certified with the EAC marking.

No. Russia does not accept CE marking as valid for customs clearance. Instead, products must comply with EAC marking. However, CE Technical Files can often be reused in the EAC certification process, since they contain test reports and documentation.

The cost of EAC certification varies widely depending on:

  • Applicable Technical Regulations
  • Testing requirements
  • Validity period (1, 3, or 5 years)

Today, EAC Marking has largely replaced GOST, but some GOST certificates remain mandatory.

GOST R Certificate of Conformity can be mandatory or voluntary, and may apply to a specific contract or be valid for 1, 3, or 5 years. There also exists a GOST R Declaration of Conformity, although it is issued even less frequently today.

There are two different procedures depending on the product category:
