How to obtain the EAC Marking for Radio Devices?

In the EAC system there is no single directive equivalent to the European RED Directive. Instead, radio devices are certified under:

  • CU TR 004/2011 – On safety of low-voltage equipment
  • CU TR 020/2011 – On electromagnetic compatibility

This certification is always required, but it is not sufficient.

Many devices connected via Wi-Fi, Bluetooth, or other protocols are also subject to additional approvals such as FSB Notification, FAC Certification, and in some cases RF Conclusions.

What is the FSB Notification?

The FSB Notification (Уведомление ФСБ) is a document required for customs clearance, issued by the Federal Security Service (Федеральная служба безопасности Российской Федерации).

It applies not to all radio devices in general, but to those that include cryptographic tools (APIs, encryption algorithms).

Devices typically subject to FSB Notification include:

  • Printers, copiers, faxes and electronic modules
  • Desktop and laptop computers, tablets, smartphones
  • Telecommunication equipment and network devices
  • Broadcasting and television equipment
  • Remote control and navigation receivers
  • Integrated circuits, memory devices, software encryption devices

If a device does not include relevant cryptographic means, or its HS code is not in the FSB list, the FSB issues an Exemption (under the scheme of a Negative Decision). Importantly, the procedure for obtaining the Notification and the Exemption is exactly the same.

How to Obtain the FSB Notification

The Notification essentially summarizes the technical data provided by the manufacturer. The information includes:

  • Product name, model, manufacturer, country of origin
  • Composition of the device (modules)
  • Radio standards (GSM, WCDMA, LTE, Bluetooth, Wi-Fi, etc.)
  • Frequency ranges, transmission power, modulation type
  • Communication type (telemetry, inductive, etc.)

The applicant must be a Russian entity. Therefore, the foreign manufacturer issues a Power of Attorney, notarized and apostilled, authorizing the local body to submit the Notification to the FSB on its behalf.

Once registered, the FSB Notification is published on the Eurasian Union website. Letters of Exemption, however, are not published online.

For the FSB Notification, the Power of Attorney must carry an apostille. What looks like a simple formality often turns into a headache: the General Director of the company must sign before a notary, and the document will be checked in Russia down to the smallest detail. Any formal error (even something as minor as a wrong address) can cause months of delay.

What is the FAC Certification?

Manufacturers of telecommunications devices (radio, cable, telephone, internet equipment) must obtain a FAC Declaration or Certificate of Conformity, issued by the Ministry of Digital Development, Communications and Media of the Russian Federation (Министерство цифрового развития, связи и массовых коммуникаций Российской Федерации).

This certification demonstrates compliance with Federal Law FZ-126 (Федеральный закон 126-ФЗ «О связи»).

  • FAC Declaration: simpler, no mandatory lab tests, validity up to 10 years.
  • FAC Certificate: stricter, with mandatory lab tests, validity up to 3 years.

What are the RF Conclusions?

For certain devices (high-frequency transmitters/receivers, radio modules), customs may request RF Technical Conclusions from the National Radio Frequency Center (Радиочастотный Центр, РЧЦ).

The document confirms the right to import and obliges the importer to install the equipment within one year. Though the obligation lies with the importer, the exporter is deeply involved: samples and complete technical documentation in Russian must be provided.

How do I start the certification process for radio equipment?

To start the process, we first need to know the basic product information:

  • HS code
  • Product datasheet
  • User manual

We also need confirmation that the target market is Russia, and not another country of the EAEU. The EAC Marking applies to all five member states, but other procedures (FSB, FAC, RF Conclusions) do not apply outside Russia and may have different equivalents in other countries.
