What is the Safety Justification required for EAC certification?

The Safety Justification (Обоснование Безопасности, OB) is a mandatory document for the EAC Marking. It is drafted exclusively in Russian, signed by the applicant, and must be submitted to the certification body in order to obtain an EAC Declaration of Conformity or an EAC Certificate of Conformity under these regulations:

  1. CU TR 010/2011 – On safety of machinery and equipment
  2. CU TR 032/2013 – On safety of pressure equipment

For European manufacturers, the OB may look similar to a Risk Assessment under EN ISO 12100, since both address hazards and safety measures. However, they are two quite different formats.

Structure and Content of the Safety Justification (GOST R 54122-2010)

The document is prepared according to GOST R 54122-2010 and consists of a title page, introduction, and 11 structured sections:

  1. Basic parameters and characteristics
  2. General safety principles
  3. Equipment reliability
  4. Requirements for users
  5. Risk analysis
  6. Safety requirements for start-up
  7. Safety management in operation
  8. Quality management in operation
  9. Environmental protection
  10. Safety information collection and analysis

The Safety Justification exists in two forms. The declarative version is the one most commonly used for certification purposes, while the full version — which includes test results, calculations, and detailed technical evidence — is required only in special types of certification.
