What is the Safety Justification required for EAC certification?
The Safety Justification (Обоснование Безопасности, OB) is a mandatory document for the EAC Marking. It is drafted exclusively in Russian, signed by the applicant, and must be submitted to the certification body in order to obtain an EAC Declaration of Conformity or an EAC Certificate of Conformity under these regulations:
- CU TR 010/2011 – On safety of machinery and equipment
- CU TR 032/2013 – On safety of pressure equipment
For European manufacturers, the OB may look similar to a Risk Assessment under EN ISO 12100, since both address hazards and safety measures. However, they are two quite different formats.
Structure and Content of the Safety Justification (GOST R 54122-2010)
The document is prepared according to GOST R 54122-2010 and consists of a title page, introduction, and 11 structured sections:
