Scope of TR EAEU 043/2017 Fire Safety Regulation
TR EAEU 043/2017 “On requirements for fire safety and fire-fighting equipment” is one of the strictest technical regulations in the EAC system. It applies to a wide range of products, mainly those used for fire prevention, protection, and extinguishing, such as:
- Fire extinguishers
- Protective materials and fire barriers

This regulation partially replaced the previous Russian fire regulation 123-ФЗ, introducing tighter requirements and limiting the scope of each certificate to a single product family.
How to Obtain TR EAEU 043/2017 Certification
Certification is long and demanding. The process usually requires 4–6 months and involves both documentation and testing phases.
Step 1. Application (Zayavka)
The applicant submits the official application form with contact details, product description, and intended use. Customs without certification.
Step 2. Technical File
A complete technical file must be provided in Russian, including specifications, product categories, safety and storage instructions, and sometimes detailed manuals or assembly instructions.
Step 3. Production Analysis (Company Audit)
Before testing, the manufacturer undergoes an audit. Russian inspectors (often remotely via Zoom/Teams) verify quality policy, suppliers, production process, testing devices, calibration, non-conformities, and post-production tasks.
Step 4. Sampling Act
Auditors supervise the selection of samples to be shipped to Russia, usually through a recorded remote session.
Step 5. Shipment of Samples
Samples are sent to the accredited Russian laboratory with full customs documentation. The GTD (Customs Declaration) is the only valid proof of shipment.
Step 6. Laboratory Tests
The accredited laboratory carries out tests according to specific GOST standards (e.g., GOST R 53280-2009 for extinguishing agents, GOST R 51057-2001 for fire extinguishers). Results include detailed protocols, data sheets, photos and videos.
Step 7. Certification Issuance
With positive test results and audit approval, the Certification Body issues the EAC Fire Safety Equipment Certificate. Few bodies are accredited, which often causes delays.
Step 8. Annual Control
Certificates valid for 3 or 5 years require an annual control audit and possibly new tests, depending on the product type.
What is the procedure to determine applicability?
The applicability of TR EAEU 043/2017 is defined by an official list of HS codes. If your product’s HS code does not appear — or if the product description does not match — the regulation does not apply. In such cases, a Negative Decision will be issued, which serves as proof for Customs clearance.
The list of HS codes also specifies the applicable certification type: EAC Declaration of Conformity or EAC Certificate of Conformity, with the latter being by far the most common.
