3 key requirements for EAC footwear certification in Russia and the EAEU
When exporting footwear to Russia and the EAEU, three main factors determine the applicable certification:
1. HS Code – Tariff codes divide products into homogeneous groups. As a general rule, shoes with different HS codes (at the level of the first four digits) will require separate certifications.
2. User group – Footwear is classified as either adult or children’s. Children’s footwear is subject to stricter requirements and must always be clearly identified as such during certification.
3. Composition – Certification is based on the combination of materials used in the upper, insole, outsole, and lining. The definition of these elements determines the laboratory tests required. For an accurate quotation, clients must provide the detailed composition of all their footwear models.
Which footwear products require an EAC Declaration of Conformity?
Most footwear falls under the scope of the EAC Declaration of Conformity, which is the most common approval for shoes in the EAEU. Declarations apply to all adult footwear as well as to children’s shoes made of wool.
The EAC Declaration is issued according to the 3D scheme, which means that testing must be carried out in accredited laboratories within the EAEU.
Which footwear products require an EAC Certificate of Conformity?
The EAC Certificate of Conformity applies to all children’s footwear (except wool shoes), regardless of the age group they are designed for.
Unlike the Declaration, the Certificate must always be issued through a certification body and requires testing in EAEU-accredited laboratories. For certificates valid for more than one year, an annual audit of the manufacturer is also mandatory.
What about protective footwear (PPE shoes)?
Protective and safety footwear does not fall under the above EAC certification rules for shoes. Instead, it is regulated by a completely different technical regulation: CU TR 019/2011 “On the safety of personal protective equipment.”
This regulation aligns with international standards such as EN ISO 20345 and EN ISO 20347, and the applicable approval is the EAC Certificate of Conformity.
