EAC Certification for Chemicals in Russia and the EAEU: Current Situation

The regulatory framework for chemical products is really fragmented:

  • A general regulation (CU TR 041/2017 “On Chemical Safety”) was adopted but has still not been implemented.
  • Many chemical products must be certified according to the Certificate of State Registration (SGR) scheme.
  • One regulation is fully operational: CU TR 030/2012 “On Safety of Lubricants, Oils and Special Fluids”.
  • Other regulations (such as CU TR 005/2011 on Packaging or CU TR 008/2011 on Toys and Products for Children) may apply in specific and limited cases.

What about “Eurasia REACH”?

CU TR 041/2017 is widely known as “Eurasia REACH” because of its similarities to the EU REACH system. It was officially adopted in 2017, but its implementation has been delayed for years due to the absence of a unified chemical inventory across the EAEU. Initially planned to enter into force in 2021, the regulation has faced repeated postponements.

The Russian Federation developed a national inventory process, but the lack of coordination with other member states prevented the creation of a common registry. A turning point came in August 2025, when the EAEU Council approved the procedures for building and maintaining the registry. Although no definitive start date has been set, the regulation is now closer to becoming operational, and once implemented it will likely include a transition period to allow companies to comply.

It will apply to the following chemicals:

  • organic synthetic products;
  • acids, salts, and bases;
  • inorganic synthetic products;
  • fabrics to be used in the production of plastics, rubber, polymers, and synthetic fibers;
  • agricultural products – phytosanitary products, herbicides;
  • paintings;
  • household chemical products;
  • other chemical products.
Did you know it?

Referring to ‘CU TR 041/2017’ is technically incorrect. Since Regulation No. 36, EAC technical regulations switched from the designation ‘TP TC’ to ‘ТР ЕАЭС’. This means the correct way to name it is ‘TR EAEU 041/2017’. The change reflects the transition from Customs Union rules to the broader Eurasian Economic Union framework.

Which chemical products are subject to the Certificate of State Registration (SGR)?

The Certificate of State Registration (SGR) is still the main approval required for many categories of chemical products in the EAEU.

This includes disinfectants, insecticides and rodenticides (excluding veterinary applications), household chemicals such as detergents and cleaning agents, and potentially hazardous chemical or biological substances not classified as pharmaceuticals, as well as mixtures produced from them.

Under the SGR certification scheme, all products must be tested in an accredited laboratory within the EAEU

EAC Certification under CU TR 030/2012: Lubricants, Oils and Special Fluids

CU TR 030/2012, “On Safety of Lubricants, Oils and Special Fluids”, is one of the very few technical regulations for chemicals that is fully in force today. It applies to lubricants, oils, hydraulic fluids, antifreeze, coolants, and other specialized fluids.

Compliance is demonstrated through an EAC Declaration of Conformity, but unlike most EAC Declarations, here the maximum validity is only three years. The 1D certification scheme is accepted for most products, which means the Declaration can be issued based on tests not carried out in EAEU-accredited laboratories. EAC Certificates of Conformity are not applicable under this regulation.

TR EAEU 041/2017 introduces a Responsible Person with broader obligations than the usual Applicant, taking on the legal responsibilities of an importer to ensure compliance with registration and safety requirements.
