What is most important to know about CU TR 009/2011?
CU TR 009/2011 is the technical regulation that sets safety requirements for all cosmetic products in the EAEU. There are two certification schemes: the EAC Declaration of Conformity and the Certificate of State Registration (SGR). In both cases, testing in accredited EAEU laboratories is mandatory before placing the product on the market.
Which products require a Certificate of State Registration (SGR)?
There are 13 categories of cosmetic products subject to SGR:
- Perfumes and cosmetic products for artificial tanning
- Skin whitening products
- Cosmetics for tattooing
- Intimate cosmetics
- Products for individual protection against harmful production factors
- Cosmetics for children
- Hair dyes, lightening and highlighting products
- Products for perming and straightening hair
- Cosmetics made with nanomaterials
- Depilation products
- Chemical peels
- Oral hygiene products containing fluoride
- Dentifrices with peroxide-releasing ingredients
What information must appear on the label?
The required labelling elements according to CUTR 009/2011 are as follow:
- Trade name of the product
- Product description (if not derived from the trade name)
- Name and location of the manufacturer (legal address, including country)
- Country of origin (if different from the manufacturerâs address)
- Name and location of the organization authorized for customer complaints (a representative or importer)
- Nominal quantity (volume/weight), except for small packages under 5âŻg/ml
- Mass fraction of fluoride for oral hygiene products containing fluoride compounds
- Expiry date
- Production date and shelf life or âbest before (month, year)â
- Storage conditions (if non-standard)
- Special precautions, if applicable
- Batch number or individual code for traceability
- Usage instructions for perfumes/cosmetics, to avoid misuse
- List of ingredients, as required by paragraphâŻ9.3 of the Regulations
